Housing Situation Provisional Tenancy Agreement HELP!

From my experience, the landlord can sign the tenancy before he leaves town. The agent can hold onto the Tenancy Agreement for safekeeping.

YOU CAN SIGN LATER ! What is the agent so worried about ? If you fail to sign, within the 15 days, he and the landlord benefit anyway.

AND YOU WANT TO INSPECT THE FLAT TO MAKE SURE EVERYTHING IS IN ORDER BEFORE YOU SIGN THE FORMAL tenancy.
Were there any stuff that needed fixing before ?

Did you check the toilet flushes, the water heater is safe, that the aircon works ? Open and close all the windows to make sure that non are substandard and won't fall out (no joke here). Make sure you inspect and take photos of the state of the flat for record).

You are obviously new to this, and they can smell that!

I don't hand over the cheque until I've inspected the flat, and if there is still stuff outstanding that has not been fixed, I make sure that the agent knows and whasapps me a message of what she has noted that has not been fixed and will be fixed.

If it was me, I would say tough 15 days .

I really don't get the math here.

Your rent is 10K but you need to give 33K for 3 months .

and hey, how do you know your landlord requested you to sign immediately ? you only have your agent's word for it. The agent is probably pushing both sides.
