Reporting to VP, Chief Compliance Officer, Asia, this role is responsible for overseeing the Regulatory Compliance, Monitoring and Testing, and Privacy program and is an integral contributor to the successful maintenance of the three lines of defence model in Compliance and across Sun Life Asia's oversight functions.

The incumbent works with Compliance teams across Asia and Global, partners in Legal, Risk and Audit, to ensure the effective governance of Enterprise Regulatory Compliance Management Policy, Regulatory Compliance Management (RCM), Monitoring & Testing (M&T) and Privacy Program. The incumbent has the accountability over these programs and helps ensure that compliance programs are implemented and maintained to mitigate regulatory risk across Sun Life in Asia,and align with expectations of regulators.

The incumbent also has oversights of Singapore and Malaysia Compliance team.

  • Excellent in implementing transformational initiatives that introduce organizational change, while taking a risk-based approach to standardization and fit-for-purpose outcomes.
  • Sound knowledge of auditing principles and best practices, either in the context of Compliance Testing or External or Internal Audit, including excellent planning and organization skills, and the ability to deal with complex issues.
  • Self-motivation and proactive nature, with strong problem-solving abilities to effectively prioritize in a diverse and fast paced environment.
  • Organizational savvy and ability to navigate and lead cross-functionally within a complex and matrixed organization.

  • University degree; preferably in law, finance or other relevant degree, and 10+ years of progressive experience within the financial services sector in Compliance, Risk or other oversight function.
  • Demonstrated experience and understanding of regulatory compliance and risk management principles as they apply to financial services.
  • Strategic leadership with sound judgment in implementing cross functional, organizational change.
  • Excellent relationship management skills with a proven ability to build trusted partnerships and negotiate and influence a variety of internal stakeholders.
  • Excellent communication skills, with ability to communicate verbally and in writing to senior levels of the organization.
  • Excellent coach and mentor with proven success at leading and developing a high performing team and driving transformation in ways of thinking and doing business.

Regulatory Compliance Management

• Support the Asia Chief Compliance Officer to implement the Compliance Risk Management Framework (CRMF), the RCM Program and the Enterprise M&T Framework in Asia.

• Adhere to, and where required, develop, implement, embed, and maintain overall governance and control frameworks to ensure adherence to RCM Program elements (Regulatory Change, Risk Assessment, Issues Management, etc.) across the first and second lines of defence.

• Lead the implementation of the enhanced RCM Program across all Asia BUs and Corporate Functional Areas and support the embedding of the Program elements into their day-to-day operations.

• Drive discussions to enable development of Governance, Risk & Compliance (GRC) Tool workflows, processes, and associated guidance.

• Lead RCM related transformation project in Asia

• Provide regional oversight on the use of Archer to ensure it is fit for purpose

• Lead Compliance training

• Support Asia CCO on compliance reporting

Monitoring and Testing
  • Responsible for the ongoing management of the Asia Compliance Monitoring and Testing (M&T) program, through the development and maintenance of a M&T program that helps to ensure a robust control environment for all business units (BUs) in the Asia region and enabling Sun Life to meet regulatory requirements. Liaise with Global compliance team for enhancement of Enterprise M&T Framework as need be.
  • Accountable for the development, deployment, and quality assurance of Second Line of Defence (2LoD) M&T activities within BU Compliance teams, as well as providing support with the development, and oversight, of, an effective First Line of Defence (1LoD) M&T activities.
  • Liaise with Audit to ensure synergy

Privacy and data

• Provide oversight on the Privacy Program and all privacy related issues or regulatory change across Asia

• Lead compliance advisory and oversight on AI and info security related matters

• Liaise with IT, DBTS or Global Compliance
