Officer / Senior Officer of Corporate Secretariat Unit The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral initiative designed to promote high-quality connectivity and infrastructure investments in developing countries through partnerships. MCDF works in the sectors of transport, energy, ICT, and cross-border water management. Its activities include information sharing, capacity building, and project preparation.
MCDF is comprised of a Finance Facility and Collaboration Platform. The MCDF Finance Facility is overseen and directed by the MCDF Governing Committee (GC). It provides grants to support MCDF activities. The MCDF Collaboration Platform is overseen and directed by the MCDF Coordination Committee (CC). It aims to promote communication and collaboration among member (International Financial Institutions (IFIs) and other development partners about their plans and activities relating to connectivity investment, investment standards, and other related issues that help ensure the quality and sustainability of investments.
The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of MCDF and host of the MCDF Secretariat. The MCDF Secretariat provides daily operational support to MCDF. It is administratively established by, but functionally independent from, AIIB. The MCDF Secretariat is headed by the Chief Executive Officer (CEO). Recognizing its functional independence, the MCDF Secretariat is accountable to the GC for its substantive activities while remaining accountable to the Administrator for complying with AIIB's administrative rules and procedures.
The Corporate Secretariat Unit (CSU) of the MCDF Secretariat provides support to the CEO in working with both the GC and CC, including organizing meetings of the GC and CC and coordination among GC and CC members.

Responsibilities: Under the guidance of the CSU Head, the Officer / Senior Officer of CSU will provide support to the GC and CC through collaboration with other teams and units of the MCDF Secretariat as well as other concerned parties. The responsibilities of the Officer / Senior Officer of CSU include:
  1. Provide support to the GC and CC to ensure their effective functioning, in accordance with relevant MCDF procedures and policies on accountable and transparent decision-making.
  2. Support the preparation and holding of GC and CC meetings and GC and CC wrap-up meetings. This includes, but is not limited to, the timely preparation and circulation of documents, registration for GC and CC meetings, travel arrangements for GC members, and meeting venue arrangements.
  3. Prepare and revise relevant governance policies, procedures, and other documents to facilitate decision making for review and approval by the GC or CC.
  4. Collaborate with other MCDF Secretariat teams and units for the effective and efficient servicing of the GC and CC.
  5. Build collaborative relations with concerned departments of the Administrator regarding CC and GC matters.
  6. Provide inputs into the MCDF budget, Annual Reports, and other relevant documents as relates to GC and CC matters.
  7. Assist with other matters, as may be requested by the CSU Head and CEO.

Requirements:
  • Minimum 8-10 years of working experience, ideally in multilateral development banks (MDBs), financial institutions, or other relevant organizations.
  • Demonstrated ability to maintain effective dialogue with government agencies, IFIs, and other development finance institutions, as well as private sector entities.
  • Rich experience working with MDBs, development finance institutions, and other financial institutions.
  • Knowledgeable about mechanisms and instruments pertaining to the governance and administration of partnerships and funding facilities.
  • Strong teamwork and collaborative spirit.
  • Excellent oral communication and solid written skills in English.
  • A bachelor's or master's degree or equivalent in law, political science, business administration, finance, economics, or related fields from a reputable university.
