About this role: Wells Fargo is seeking a skilled Outsourcing Professional to lead key aspects of the International Outsourcing framework, implement change and oversee outsourcing activities in the APAC region and ensure compliance with local outsourcing regulations and the Wells Fargo International Outsourcing Program. In this role, the successful candidate will spearhead regional or International outsourcing initiatives, drive a cohesive approach for outsourcing management across Wells Fargo International, and ensure that outsourced arrangements for Wells Fargo APAC are managed effectively and in accordance with the outsourcing framework and best practices. The role will be instrumental in embedding and overseeing the International Outsourcing framework in APAC, maintaining effective outsourcing processes, leading and implementing International change efforts in APAC and liaising with global stakeholders, as well as coach and help develop junior team members.

In this role, you will: This role is a senior individual within the International COO Shared Services Team, reporting to the International Head of Outsourcing and the APAC Infrastructure & Shared Services Lead. Responsibilities include:
- Manage key aspects of the International outsourcing and third party framework in APAC, such as the monitoring of outsourced activities, meeting MI and reporting requirements and coordinating the risk assessment process. Help oversee and provide guidance to other team members supporting these processes.
- Lead aspects of the International outsourcing framework across EMEA and APAC, such as Quality Assurance against framework requirements
- Partner with International and US stakeholders for the implementation of Global initiatives in APAC. Liaise with global stakeholders to achieve a globally integrated outsourcing model and framework.
- Lead the implementation of International strategic outsourcing and third party initiatives in APAC. Liaise with local and global risk partners to design proportionate outsourcing and third party risk management solutions.
- Monitor outsourcing and the outsourcing framework for Wells Fargo APAC, working closely with International and APAC partners, including Compliance, Risk, Legal and others.
- Perform oversight of Wells Fargo APAC outsourcing to ensure that the relevant outsourcing risk assessment and approval processes are completed.
- Facilitate the execution of proposed outsourcing initiatives, in adherence with International and Wells Fargo APAC requirements.
- Ensure that Wells Fargo APAC outsourced arrangements are appropriately documented in the Outsourcing Register and ensure that the entities in this jurisdiction maintain a register in alignment with regulatory requirements.
- Provide aggregate oversight of Wells Fargo APAC outsourcing and third party, including monitoring and understanding of outsourcing performance trends and key current and emerging risks and issues. Provide MI and reporting to the relevant governance forums and committees.
- Challenge functional service managers to ensure their respective outsourcing documentation is complete and adequate monitoring of service provider exists.
- Lead the completion of regulatory submissions, including regulatory engagement, as required.
- Assist business functions in responding to regulatory queries pertaining to outsourcing, on-site reviews, and requests for information.
- Provide thought leadership for achieving process efficiencies and integration of the outsourcing processes across International.
- Present to senior committees as required, including but not limited to, Legal Entities' Management Committees and Board.
- Engage with broader industry outsourcing community in order to benchmark best practices and effectively horizon scan for the firm.
- Engage collaboratively with other members of the APAC COO Shared Services team to ensure team success across a wide range of COO initiatives.
Skills and requirements - 5+ years of Business Execution, Implementation, or Strategic Planning experience or equivalent demonstrated through one or a combination of the following: work experience, training, military experience, education.
- Experience operating key control frameworks, with an understanding of outsourcing and third party risk management programs, in particular.
- Knowledge of APAC and International outsourcing and third party regulatory requirements, including the MAS guidelines on outsourcing, HKMA SA-2 Supervisory Policy Manual - Outsourcing. Knowledge of global and EMEA outsourcing and third party regulatory guidelines is also preferred.
- Proficient knowledge and experience in International Financial Services and regulatory bodies, including a knowledge and understanding of complex regulatory/ compliance issues and potential solutions.
- Experience and ability to work in a global/cross-regional environment and effectively consult and drive change within a global and highly matrixed organization.
- Experience in managing and overseeing people, processes, and activities.
- Experience identifying inefficiencies, finding opportunities to streamline business processes, and implementing change.
- Must have a positive, hands-on, and proactive approach to work, with a track record of effective delivery against tight deadlines and management scrutiny.
- Commercial mindset with an ability to apply regulatory requirements in a practical and pragmatic way.
- Ability to develop effective working relationships both internally and externally at all levels.
- An organised, and skilled communicator with strong presentation and interpersonal skills, including an ability to articulate issues, risks, and proposed solutions to various levels of staff and management.
