Job Summary:
This role is an excellent opportunity to lead a risk team, with specific focus on Hong Kong's OTC centrally cleared financial markets and risk management to perform an important role in support of HKEX's services.
The role has extensive exposure to senior risk management and provides a unique opportunity to demonstrate a strong understanding of the risks facing a complex, systemically important financial institution as well as in depth experience of fixed income / FX / rates derivatives and the risk and operational processes required to support them.
Embedded within the Group Enterprise Risk Management, this role will be primarily responsible for OTC Clear and HKEX enterprise wide risk analytics across all risk domains.

Job Responsibilities:

To manage the central counterparty (CCP) risk of HKEX clearing houses, the successful incumbent is expected to:
  • Lead, plan, direct and oversee 2nd line risk management activities, with a focus on the OTC Clear, across all financial and non-financial risk areas
  • To lead the risk thinking around the development of OTCC products, services and solutions to the market.
  • To lead the 2nd line review of OTCC risk management policies and frameworks to match the developing business needs and changing regulatory requirements.
  • Coordinate with relevant parties and ensure OTCC's compliance of international standards and applicable regulations and proper documentation thereof
  • Lead the effective communications of OTCC risk management approaches to both internal and external stakeholders through either ad hoc or structured channels
  • Develop the risk reporting required to support the OTC Clear CRO and Board reporting responsibilities
  • Develop research papers to advance the standards and strategies of enterprise risk topics at HKEX.
Requirements:
  • University degree or equivalent; preferably in Risk Management/Finance/Economics or a related subject
  • Holder of relevant professional qualification, preferably MBA, MS in Finance, FRM or CFA
  • At least 15 years' relevant experience, in a risk management discipline at either a CCP, bank, asset manager, hedge fund or similar financial organizations is preferred, of which at least 10 years at a management level and within the fixed income / rates space.
  • Knowledge of and experience with local and international regulatory requirements including, but not limited to, the Securities and Futures Ordinance (SFO), including its subsidiary legislation, Basel Committee on Banking Supervision (BCBS), CPMI-IOSCO Principles for Financial Market Infrastructures (PFMIs) or European Markets Infrastructures Regulations (EMIR). Knowledge of Mainland China financial market related regulatory requirements is an advantage
  • Excellent managerial, analytical, strategic thinking, networking, interpersonal and communication skills
  • Well versed in clearing house rules and risk monitoring systems; experience with global or regional CCP is an advantage
  • Strong leadership with excellent business acumen who believes in teamwork and possesses positive/to-do attitude with strong people management skills
  • Strong command of written and spoken English and Chinese. Proficiency in Putonghua is an advantage
