Job Description:
Program Planning, Leadership and Prioritization
  • Develop and implement program management strategies that support and advance the broader objectives of the organization.
  • Provide leadership and direction to the program management team
  • Collaborate with Value Realization Office to assist the executive team in prioritizing and balancing various initiatives to maximize the overall business value delivered.
  • Act as a bridge between the business owner and IT delivery team to ensure IT deliverables are prioritized and aligned with the business objectives.

Program Oversight and Governance
  • Establish and maintain program governance structures and processes
  • Track program progress against established metrics and KPIs, risks, and issues across multiple projects
  • Ensure programs are delivered on time, within budget, and meet quality standards
  • Oversee program budget and financial performance
  • Ensure compliance with local regulations and company policies

Methodology, Best Practices and Change Management
  • Develop and maintain project management best practices
  • Implement and refine project management methodologies
  • Train team members on project management processes
  • Lead the organization's Agile transformation within program management, developing and implementing strategies and key performance indicators (KPIs) to embed Agile principles and practices across all programs and projects performance.
  • Establish and maintain Agile frameworks, processes, and tools related to program management tailored to the organization's needs, ensuring consistency and best practices in Agile implementation
  • Facilitate the transition from traditional project management approaches to Agile methodologies, managing change and addressing resistance within the organization

Manage and Mitigate Program Risks
  • Identify and mitigate program-level risks
  • Manage change requests and their impact on program scope, timeline, and budget
  • Develop contingency plans for potential program disruptions

Reporting and Analytics
  • Oversee the creation of program performance reports and dashboards
  • Analyze program data to identify trends, opportunities, and areas for improvement
  • Provide insights and recommendations based on program analytics

Resource & Talent Management
  • Optimize resource allocation across programs and projects
  • Identify top talents internally and externally and create best in class environment to nurture the right talent
  • Drive a culture of accountability and owner's mindset within the organization

Job Requirements:
  • University Degree in recognized universities
  • Minimum 15 years' relevant experience with track record in Program Management. Preferably with experience with large scale initiatives in digital company or Chinese financial industry
  • Self-motivated with positive attitude to work independently
  • Good analytical ability and strong business acumen
  • Excellent command of English and computer literate; fluency in Cantonese and/or Mandarin is an advantage
  • Has worked closely with company executive teams and the CEO
  • Experience in change management and organizational transformation
  • Proven experience implementing and scaling agile methodologies (e.g. Scrum, Kanban) across large programs or portfolios
  • Strong understanding of agile principles, ceremonies, and artifacts including sprint planning, daily stand-ups, retrospectives, and backlog grooming
  • Experience leading agile transformations and coaching teams on agile best practices
  • Ability to balance agile approaches with traditional project management techniques as needed for different workstreams
