Digital Program Specialist - Data Application Management The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is Financing Infrastructure for Tomorrow in Asia and beyond-infrastructure with sustainability at its core. The Information Technology Department (ITD) provides technical services in the areas of digital services, IT-related procurement, cybersecurity, IT risk and resilience, data management, digital learning, and digital transformation, ensuring their overall alignment with the Bank's needs and priorities. The team oversees the development and refinement of the IT strategy as well as the effective management of technology resources and the provision of technical support across Bank operations. These efforts are critical to fostering a digital and data-driven culture within the Bank aligned with its Corporate Strategy, promoting the innovation of digital infrastructures, and ensuring the smooth operation and security of daily banking functions.
The selected Digital Program Specialist will work in a start-up, fast-paced, rapidly changing work environment. The specialist will have the opportunity to drive IT process design and will be exposed to cutting-edge cloud technology and a multilateral development bank's business environment where they can hone skills in business analysis, strategic thinking, stakeholder management, communication, project management, risk management. The role will serve as a member of the Information Technology Department (ITD). This role is onsite in Beijing, China.
Responsibilities:
- Align data application management with core business objectives and accelerate organizational data initiatives. Define and establish consistent processes, set standards for data application management.
- Develop data product and service catalogue. Manage service providers to SLAs to ensure stable and secure operation across data ecosystem.

- Define and document Standard Operating Procedures (SOPs) for data application operations.
- Manage data applications and services once they are live by measuring and monitoring availability, latency and overall system health, etc. Coordinate with project managers to support projects released on time, including but not limited to support test environment preparation, go live check list and roll-back plan, etc. Establish hand-over process between projects and operation.
- Ensure operational excellence by carrying out routine activities in a timely, reliable, standard, secure and compliance way, including but not limited to system health check, new release testing, performance tuning, enhancement and bug fixes, security configuration, patches and upgrades, etc.
- Manage technical issues across various environments, be accountable for production issues handling and possible escalations, ensuring the correct stakeholders are involved to be able to drive resolution, and report on impacts via metrics to leadership teams.
- Contribute to data governance-related operational procedure design and be responsible for technical implementation into data application operation.
- Define, acquire, and maintain tools to improve the efficiency of the operations and technical support and track compliance with standard operating procedures.
- Ensure proper maintenance of documentation, including but not limited to operational process and procedures and technical configuration manual, and system administration manual, etc.
- Ensure the compliance with IT governance processes and procedures, AIIB's audit and COSO/ICFR control requirements.
Requirements:
- Master's degree from a reputable university in a relevant field (e.g., computer science, information systems) or equivalent experience. Alternatively, a bachelor's degree in these fields from a reputable university, along with relevant certifications, in lieu of a Master's degree.
- Minimum 5 years in data application management, product management, data operations, with demonstrated experience in managing data and technology operations; application-level experience would be preferred; infrastructure level experience would be an advantage.
- Experience of working in hybrid project team with both inhouse and external resources and having experience developing service level agreements with external providers.
- Proven ability to understand internal client's needs and can effectively their requirements in the management of data application operations.
- Experience with data application monitoring tools, cloud development or DevOps environment would be an advantage.
- Experience with cloud services and infrastructure for data and analytics, database and SQL, and programming languages and tools for data and analytics.
- Excellent written and verbal communication skills for various audiences at different levels across the organization. The working language of AIIB is English; fluency in verbal and written English is a must.
