Key Accountabilities:
- Follow the Compliance framework developed by the Control and Compliance Group, take the lead to evaluate, supervise and guide the control on AML & regulatory related policies and procedures in PBG to establish, implement and maintain an adequate risk management framework.
- Proactively facilitate the identification, assessment, measurement, mitigation and monitoring of money laundering risks and the related operational risks in the assigned areas.
- Drive the liaison, cooperation and collaboration with CDD Centre and Financial Crime Compliance in terms of governance framework, CDD/ECDD review, KYC process.
- Produce, coordinate and review the annual internal control work plan for AML offsite inspection checking programme; oversee the work activities and monitor the quality of monthly inspection results with periodic reports provided to the senior management.
- Provide regular update in AML and regulatory control to senior management at Compliance meetings and prepare for the related reporting materials.
- Partner with the business, AML and operational risk management units to continually conduct root cause analysis and benchmarking to improve our control processes and business operating models so that control effectiveness, operation healthiness, risks, compliance, and control levels are maintained at the desired levels.
- Keep updated to regulatory changes to ensure proactive communication with management of PBG and implement appropriate control and procedures to manage the changes in the relevant PBG areas.
- Review Risk and Control Self-Assessment (RCSA) to identify key AML and related operational risks and respective mitigation actions/measures.
- Review customer complaints with regulatory and compliance concerns in relation to AML/FATCA/CRS, ensuring completion of root cause analysis and thereby devise effective corrective and preventive measures.
- Work with various training teams in the bank to promote risks and control awareness in AML/FATCA/CRS related areas. When appropriate, lead development of new training program, and be the trainer.
- Attend to enquiries and handle inspections from regulators and Internal Audit in the AML control areas.
- Assist in conducting assessments requested by the HKMA, Insurance Authority, SFC, Inland Revenue Department and the relevant authorities on money laundering, terrorist financing risks, AML/FATCA/CRS.
- Lead and drive team members to achieve for the high performance and ensure overall team success.
Requirements:
- Degree holder in Business Administration, Accounting, Laws or related discipline is preferred.
- Minimum 8-10 years of AML control / risk control and governance or relevant experience, preferably in personal/business/private banking.
- Professional knowledge and experience in AML, FATCA and CRS related area at retail banking/ private banking and business banking environment.
- In depth understanding of AML/FATCA/CRS legislation and regulation and their commercial impact.
- Familiar with the HKMAs requirement and directions on Bank Culture Reform.
- Preferably possess / obtain Core level of qualification under the HKMA Enhanced Competency Framework (ECF) on Anti-Money Laundering (AML) and Counter-Financing Terrorism (CFT).
- Good leadership, interpersonal and communication skills.
- Good command of both written and spoken English and Chinese (including Putonghua).
