Job Summary:
Corporate Services is responsible for Real Estate management (strategic planning, lease transactions, project, design and construction management and facilities management); Corporate Security; Housekeeping; Mail Distribution, Documentation, Destruction and Storage; Catering Services and Reception Management.

Reporting to the Corporate Services Leasing and Projects Lead, this position is responsible for the cost management of the restack, churn, new fitout and A&A projects for HKEX's premises.

To fulfill the job duties mentioned but not limit to the above, the suitable candidate is required to have a good communication and English writing skills, sound technical knowledge for construction and A&A, churn and fitout renovation works, with good skills of problem solving, project financial management and be able to collaborate with multiple stakeholders to drive and support the above within the HKEX group.

• Mondays - Fridays (excluded Public Holidays);

• 9 hours includes 1-hour lunch

Job Duties:

Responsibilities:

1. Cost Estimation and Budgeting:

• Prepare accurate and detailed cost estimates for all restack, churn, new fitout and A&A projects for HKEX's premises

• Assist the external cost consultants to update the project estimate, upon change of project scope

2. Contract Management:

Work with HKEX Central Procurement team to:

- review, and negotiate contracts with the service providers; and

- monitor contract performance and ensure compliance with contractual obligations.

3. Cost Control and Reporting:

• Implement cost control measures to monitor project expenditures and identify cost-saving opportunities.

• Prepare regular financial reports and forecasts for project stakeholders to summarise the highlight of project financials

4. Variation order management

• Review any variation orders together with the project team and validate the correctness of the claims

• Prepare regular report on the variation order and obtain necessary internal approval

5. Procurement:

Work with HKEX Central Procurement team and the project team to:

• participate the full procurement process for the project consultants and contractors; and

• conduct detailed evaluations and recommend the most competent service provider based on the technical and commercial assessments.

6. Documentation and Record Keeping:

• Maintain accurate records of project costs, contracts, and correspondences

• Compile a project cost database based on the completed projects for future projects planning

7. Value Engineering:

• Enhance project spending efficiency, work with the project team to identify opportunity for value engineering

8. Risk Management:

• Identify any potential risks associated with the project costs and work with the project team to develop an alternative solution

9. Payment Management

• Establish the project cashflow forecast with the HKEX Finance team and the project team

• Ensure the service providers adhere with the agreed invoice issuance timeframe, and invoicing structures align with contractual terms

Requirements:

• Degree holder in Quantity Surveying or related discipline

• Minimum 15 years related work experience, at least 5 years' experience on supervisory level

• Preferably a member of relevant professional organizations, non-member of relevant professional organizations will also be considered

• in-house working experience is an advantage

• Good written, verbal and presentation skills with strong ability to communicate in English and Putonghua

• Strong leadership, well organized and excellent stakeholder management

• Strong sense of ownership, business risk, compliance and efficiency improvement

• Strong vendor management experience

• Ability to work independently and drive change

• Self-starter with positive attitude, a strong sense of accountability and able to perform under pressure
