HKMC Annuity Limited, a wholly-owned subsidiary of The Hong Kong Mortgage Corporation Limited, is an authorized insurer to carry on long term insurance business and facilitate retirement financial planning through the provision of annuity products in Hong Kong.
Job Descriptions:
- Reporting to the CEO of HKMC Annuity Limited, the Head of Compliance is responsible for ensuring compliance by HKMC Annuity Limited with all statutory and regulatory requirements, guidelines and industry standards applicable to its business (e.g. Insurance Ordinance and guidelines issued by the Insurance Authority, Companies Ordinance, Prevention of Bribery Ordinance, Personal Data (Privacy) Ordinance, Anti-Money Laundering and Counter-Terrorist Financing Ordinance) and taking charge of second line defence regulatory compliance (RC) matters such as anti-money laundering/ counter-terrorist financing and sanctions requirements;
- To act as and fulfil the functions of the Key Person in Control Function (Compliance) under the Insurance Ordinance, if so approved by the Insurance Authority;
- To manage and foster effective communication and appropriate relationships with all relevant regulators and compliance counterparts to ensure timely submission, filing, reporting or disclosure of relevant information, in relation to RC related matters;
- To implement, maintain and keep updated compliance programmes including compliance risks identification, compliance monitoring, compliance audits, compliance reporting, compliance risk mitigation measures and compliance testing;
- To review and update compliance policies, procedures and controls;
- To develop and upkeep effective compliance monitoring framework commensurate with the business nature, risks and scale of HKMC Annuity Limited;
- To provide compliance review and advice to ensure staff and line management have clear understanding of compliance risk exposure on RC with respect to clients, transactions, products, services and projects;
- To review policies and procedures developed by the first line of defence to ensure compliance with the RC requirements;
- To promote compliance awareness and maintain a strong corporate culture of compliance, including development and delivery of regular compliance training; and
- To support and co-ordinate with line management and business departments to ensure that the conduct of staff and agents in carrying out the business of HKMC Annuity Limited meet with RC requirements.
Requirements:
- Degree holder in law, accounting or related disciplines, with appropriate compliance training and qualifications;
- A minimum of 10 years relevant experience gained in long term insurance business within the compliance, risk or legal departments of insurance companies, insurance intermediaries or financial institutions;
- Hands-on experience with regulators in licensing or intermediary supervision. Familiar with Hong Kong Insurance Authority ("HKIA"), Hong Kong Monetary Authority ("HKMA"), Hong Kong Federation of Insurers and relevant rules and regulations;
- Must satisfy ‘fit and proper standard set by the regulatory authorities;
- Excellent communication and interpersonal skills, with experience of dealing with executives and frontline staff at all levels;
- Excellent stakeholder management skill i.e. solid experience in daily collaboration with the first line of defence in regulatory, risk and control areas; and
- Professional qualification such as ICA Diploma, AAMLP/CAMLP, ACAMS, ICA Certificate in Compliance, etc. will be an advantage.
