Job Objective
To manage DBS Hong Kong's legal, regulatory, and compliance risks arising from activities and operations, and to assist DBS Hong Kong, including the Technology and Operations ("T&O") and Transformation and Data ("T&D"), in complying with applicable laws and regulations.
Responsibilities
• Provide legal, regulatory support to T&O and T&D:
• manage legal and regulatory risks arising from activities and operations undertaken by T&O/ T&D
• provide critical risk assessment of transactions, structures and new initiatives
• review and advise on existing and new laws and regulations
• review and advise on agreements with DBS HK counterparties
• review and advise on handling of bank-wide incidents and customer complaints, court orders, inquiries / requests from third parties, regulatory inquiries handled by T&O/ T&D
• work with T&O/ T&D to develop and maintain standard documentation templates
• work with T&O/ T&D where necessary, to develop and issue procedures, guidelines and self-help remedy tools on specific matters to manage legal, regulatory and compliance risks
• manage key litigation by and against DBS HK involving T&O/ T&D
• Participate in key projects and initiatives involving T&O/ T&D, local and regional
• Provide education and training on key legal or regulatory matters
• Assist to manage DBS HK's relationships with external law firms to ensure high quality, practical and succinct advice in a timely and cost-effective manner.
• Participate in key projects and initiatives of T&O/ T&D
• Work with Group LCS supporting T&O/ T&D on any regional projects and initiatives.
• Act as point of escalation for any material legal issues concerning T&O/ T&D
• Valid and legally binding legal documents correctly reflecting the rights and obligations intended, and within risk acceptance thresholds for T&O/ T&D
• Strong internal relationships, acting as a professional and value-adding partner with T&O/ T&D
• Effective litigation management
• Timely escalation of significant legal and regulatory developments, incidents and concerns to relevant parties and proactively finding and developing solutions
• Maintain good team spirit and working relationship within LCS team
Requirements
• A law degree from a common law jurisdiction is required, with a preference for Hong Kong qualified lawyers
• At least 8 years of relevant legal experience in the finance, banking, commercial, or technology industry, or private practice
• Ability to develop rapport with business and support units while maintaining independence
• Ability to build strategic working relationships across all business and support units
• Good interpersonal skills and the ability to work effectively as a team player
• Strong business focus with insights, innovation, and the ability to balance risk and control
• Good sense of ownership, agile mindset, proactive, willing to engage in active learning, and able to work under pressure
• Reliable, organized, and detail-oriented
• In-depth knowledge of relevant technology, operations, data governance, and privacy laws or regulations. General knowledge of banking, securities, and other financial services-related laws or regulations
• Good communication and presentation skills
• Proficiency in English and Chinese (spoken and written)
