Associate/AVP, IT Planning Manager, Information Technology
Key Accountabilities
- Develop and organize the IT strategic plan, departmental annual work plan, and performance breakdown based on the strategic development and overall plan of BOCI. Conduct IT resource analysis and planning, and manage the departmental KPI, ensuring implementation and supervision. Establish and continuously improve the IT management policy, and supervise the implementation
- Coordinate and implement the full business process of IT hardware, software, data, and services across BOCI, including IT procurement, IT budgeting, supplier management, contract management/review, payment, and cost accounting
- Conduct IT planning on budget control, cost allocation, fixed asset management, data analysis, and reporting
- Execute group strategic, financial, procurement, and project approval policies, continuously optimize and improve the IT planning and IT business full process, methods, and tools, analyze system requirements and design operational processes. Being innovative and productive
- Have good understanding on BOCI's requirements, market trends, suppliers, technological and product updates. Ensure IT (business) planning effectively respond to market changes and group development directions.
- Organize and implement commercial negotiations, actively negotiate to reduce costs and review contracts to ensure the legality, compliance, quality, and efficiency of business operations, and align with BOCI's strategic development.
- Collaborate with business departments, finance department, legal and compliance department, technical teams, conduct IT business-related processes, vendor investigations, evaluations and selections. Formulate and review the contracts to protect BOCI's interests and minimize commercial risks.
Promptly review bills and invoices, payments in order to minimize the disputes and protect the BOCI's commercial rights. - Complete other tasks assigned by management in a timely manner.
Skills & Experience
- Bachelor's degree or higher, at least 3 years of experience in Computer Science or Electronic Engineering, Data Analysis, Supply Chain Management, Business Management, Financial Accounting, and Contract Law. Candidates with experience in IT Project Management, System Development, IT budgeting, fixed asset management, and procurement on hardware/software/data/services will be preferred.
- Experience in information technology, strategic planning, supplier management, customer relations, contracts, accounting, and law.
- Ability to analyze business needs and supplier solutions, design and implement processes, calculate cost-benefit ratios, manage budgets and expenses, review contracts, identify risks and issues, and provide comprehensive reports to effectively support decision-making by internal and external stakeholders.
- Ability to communicate and negotiate with relevant group units (including superior and subordinate institutions) and regional/global suppliers fulfill BOCI group's requirements and protect BOCI's interests.
- Proficient in using common office software and related data statistical analysis tools. Preference is given to candidates with experience in programming, data mining, workflow customization, big data, and large model applications.
- Familiar with English, Cantonese, and Mandarin (writing and speaking). Have a good understanding of IT planning and IT business operations, Familiar the cultures of mainland China, Hong Kong. Have the global visions, comfortable to work with the teams from Singapore, UK and other regions.
- Strong sense of responsibility, with ambition, detail oriented, result driven. Able to learn and adopt to changes with project management, business negotiation, risk compliance, interpersonal communication, report preparation, and data analysis. Work independently and under pressure.
