Our client, a reputable local bank, is seeking a Head of System Development (Open Platform) .
Job Purpose:
- Manage the application portfolio of Open Platform (Wealth Management), achieve the service level agreement and perform proper root cause analysis and follow up of production problems.
- Project management of various banking projects, ensure they can be delivered in a timely manner within budget as well as meeting the business requirements and are in compliance.
- Drive and support various initiatives across O&T.
Main Responsibilities:
- Provides IT management guidance and support in the Systems Development Section .
- Develops methodology to improve program development efficiency. Develops and implements new initiatives and tools to improve systems software analysis, design, development and support.
- Assists management and users to identify their computerization needs.
- Participates in system design; reviews and approves key milestones and deliverables; contributes to or develops systems plans to achieve business strategies. Studies all affected functions, analyses existing procedures and alternatives, conceives and designs technical configurations and plans.
- Establishes overall project priorities, plans, budgets, and resources; monitors and adjusts priorities and resources accordingly; serves as contact to external clients and interfaces with senior business management. Assigns and coordinates systems and programming efforts; reviews and evaluates the results of these activities.
- Ensures new and existing information technology systems conform to corporate standards while at the same time respond to short and long term business strategies; participates in the evaluation of new and emerging technologies and advises business on their applicability to achieve business objectives. Assists, counsels and advises systems and IT staff and users in meeting objectives of quality product development and delivery.
- Coordinates with Service Management Team, Infrastructure Services Team and Data Centre service provider executives in production procedure set-up for launching of new systems. Monitors the performance, accuracy, stability and reliability of the production systems and ensures data security on all production data.
- Conducts research and maintains a high level of expertise in systems software to ensure departmental operations and installations in user areas are of the highest quality. Assists in the establishment of policies for the division and possibly the Group.
- Improves the productivity and effectiveness of IT development staff by evaluating and
- recommending productivity aids, cost effective production software packages and procedural changes.
- Establishes staffing requirements for section and carries out human resources responsibilities such as: defining job responsibilities; making selection, promotion, termination decisions; setting performance objectives and conducting performance appraisals; and participates in salary planning.
- Contributes to annual strategic plans and operating budgets; monitors throughout the year to ensure adherence to strategic goals, appropriate expenditure of funds, and timely processing of expenses.
- Interfaces with external vendors, consultants, regulatory agencies, and operations associations; conducts preliminary contract discussions.
- Reviews and approve change request.
- Review the completeness and problems of previous day production jobs.
- Reviews, resolves and monitors production problems.
- Acts as Relationship Managers on behalf of ITD to the user community to perform
- System Service Target (SST) preparation, negotiation and execution
- Periodic review with users on SST service delivery
- Capacity planning
- IT architecture planning and implementation
- Supports all entities of DSFG including merged and acquired companies.
- Ensures system stability, reliability and reasonable performance, raise to system users and division heads any recommendations and issues that may compromise them.
- Be apprised of compliance requirements and ensure that IT staff are in compliance.
- Lead the management of Business Continuity Planning function, support BCP command center and task force to ensure robust BCP plan are well documented and communicated. Drive annual BCP drill and coordinate the activation of BCP plans in accordance with predefined triggers and actual circumstances.
Incumbent Requirements:
- Degree holder in Information Technology, Computer Science or related disciplines.
- Strong experience in banking or finance related application systems.
- Good knowledge and understanding of banking related products.
- Sound and experienced project management skills.
- Excellent interpersonal and communication skills and proficiency in English, Cantonese and Mandarin.
- Pro-active, independent and able to work under pressure.
