Key Responsibilities:
• Regulatory ownership &external liaison: Act as the primary point of contact with the Hong Kong Monetary Authority (HKMA) leading licence applications, onsite inspections, supervisory meetings, and on-time submission of all regulatory returns (prudential, statistical, safeguarding). Approve marketing and financial promotions before release to ensure conduct-risk, and consumer-protection compliance.
• Compliance & Governance Framework: Design, implement, and continuously enhance the compliance architecture covering SVF, consumer protection, outsourcing, data privacy, safeguarding and cybersecurity etc. This includes delivering clear management information (MI) to the Board. Additionally, own, maintain, and enhance all compliance policies and internal controls.
• Compliance Advisory: Act as a strategic advisor to the business and senior management, providing pragmatic, commercially-savvy compliance guidance on new products, business initiatives, and emerging technologies.
• Incident & complaint management: Investigate client complaints or operational incidents with potential regulatory or reputational impact; lead root-cause analysis; and report outcomes to the board and regulator as required.
• Training, culture & stakeholder influence: Deliver mandatory compliance training to all staff, maintain training logs, and promote a culture of transparency and ethical conduct. Influence senior leadership to put compliance first in strategic decisions.
• Designated Officer Responsibilities: Serve as the company's formal Compliance Officer, maintaining all mandated regulatory records and fulfilling all associated statutory obligations.
Job Requirement
Qualifications & Experience:
• A minimum of 10 years of advancing experience in regulatory compliance, risk management, or internal audit, gained within an HKMA-regulated environment (e.g., Authorized Institution, Stored Value Facility) or a relevant regulatory body.
• Profound and practical knowledge of the Hong Kong regulatory landscape, with specific expertise in the Banking Ordinance and PSSVFO. Hands-on experience with banking or SVF regulations is essential.
• A Bachelor's degree in Law, Finance, Accounting, or a related field. Possession of relevant professional qualifications (e.g., HKICPA, FRM) is a significant advantage.
• Proven track record of successfully managing relationships and communications with financial regulators, especially the HKMA.
• Exceptional communication, interpersonal, and stakeholder management skills, with the presence and credibility to engage effectively at all levels, including senior management, the Board, and regulators.
• A proactive, hands-on, and commercially astute leader, characterized by unwavering integrity and a steadfast commitment to the highest ethical standards.
