Our client, a prestigious international financial institution, is seeking a senior technology leader to oversee IT operations, governance, and security for its Hong Kong business while supporting broader Asia‑wide initiatives. This role combines strategic leadership with a strong operational component — ideal for someone who enjoys being close to the technology and maintaining a hands‑on presence when needed.
About the Role
As the Head of IT Operations & Governance, you will lead the full technology agenda for the Hong Kong office, including user support, infrastructure reliability, information security oversight, and regulatory compliance.
Although senior in title and scope, this role requires someone who is not only comfortable with but genuinely willing to perform hands‑on desktop and end‑user support when necessary. The environment is lean, and success depends on a leader who pairs strong governance and risk capabilities with the willingness to step in operationally.
Key Responsibilities

- Oversee Hong Kongs technology operations, including service desk, user support, desktop environment, mobile devices, servers, and local applications.
- Personally step in to provide frontline technical support when required, ensuring consistent service quality and maintaining close awareness of user needs.
- Lead and maintain IT governance frameworks aligned to group standards and Hong Kong regulatory expectations.
- Act as the accountable lead for technology‑related regulatory matters, including responsibilities under local banking regulations.
- Manage technology incidents and take ownership of escalation, investigation, and reporting processes.
- Govern change management, ensuring stability and control across the environment.
- Manage vendor relationships and monitor performance of outsourced service providers.
- Support IT procurement activities, including technical evaluation, contract review, and invoice oversight.
- Collaborate with regional IT teams to support users across Asia, including Singapore, Japan, Taiwan, and mainland China.
- Ensure strong business continuity and disaster recovery readiness.
- Lead, mentor, and develop a high‑performing Hong Kong IT team.
- Represent the IT function in leadership meetings and maintain effective communication with internal and external stakeholders.
Requirements

- Extensive leadership experience in technology functions within banking, wealth management, or another regulated financial institution.
- Proven hands‑on background in IT support, end‑user computing, and/or infrastructure operations — this is essential.
- Strong knowledge of IT governance, cybersecurity controls, and technology risk frameworks.
- Familiarity with HKMA technology‑related regulatory requirements.
- Demonstrated ability to lead IT teams, manage vendors, and handle senior‑level stakeholder communication.
- Experience providing IT support in lean or hybrid setups where leaders remain operationally involved.
- Regional exposure across multiple Asian markets is advantageous.
