Our client, a Hong Kong-based, large‑scale public service operator, is seeking an experienced IT Enterprise Architecture (Application Portfolio) to design, own, and evolve its enterprise application landscape. This role is critical to building core enterprise platforms, defining application strategies, and supporting large‑scale business operations.
You will take end‑to‑end ownership of the application landscape, covering strategy, architecture, and lifecycle management. The role requires a hands‑on development background and is not a pure project manager position. You will work within a hybrid delivery model, collaborating with both in‑house engineering teams and external vendors to support an organisation.
Key Responsibilities:
- Design, own, and govern the overall enterprise application landscape, ensuring alignment with business strategy and architectural standards.
- Build and evolve the foundation of core enterprise software platforms, including systems such as Procurement and Customer Service Management.
- Define application strategies and roadmaps, including solution options for new initiatives and enhancements.
- Lead application consolidation, rationalisation, modernisation, and retirement initiatives to reduce complexity and improve operational efficiency.
- Review and assess proposed application solutions from delivery teams to ensure architectural alignment and value realisation.
- Participate in solution governance forums (e.g. Solution Review Board) to evaluate and approve application and solution designs.
- Maintain an accurate and up‑to‑date application inventory through ongoing portfolio reviews and application library management.
- Provide hands‑on application architecture and technical guidance to development teams, leveraging prior development experience.
- Support a large‑scale user base of approximately 10k users across enterprise platforms.
- Operate within a hybrid delivery model comprising roughly 50% vendor‑led and 50% in‑house development, ensuring effective collaboration and delivery governance.
- Monitor emerging technologies, platforms, and industry trends to identify opportunities that support digital transformation.
Key Requirements:
- Bachelor's degree in Information Technology, Computer Science, or a related discipline.
- Minimum of 8 years' relevant IT experience, preferably with hands‑on exposure to application portfolio management or enterprise application architecture.
- Proven experience managing complex application lifecycles within a mid‑ to large‑scale organisation.
- Strong understanding of enterprise architecture principles and end‑to‑end application lifecycle management.
- Solid knowledge of technology platforms across both on‑premises environments and public cloud.
- Hands‑on technical or development background; this is not a project‑management‑only role.
- Proven ability to work across in‑house teams and external vendors in a hybrid delivery model.
- Strong communication, stakeholder management, and collaboration skills
