Job Purpose:

This role supports the implementation of the Bank-wide Business Continuity Management (BCM) and Incident Management process and program as well as assurance of work safety effectively.

Additionally, the role supports oversight of risk and control activities, ESG / Climate Risk principles and implementing the Operational Resilience program for Operations Management Group (OPG) to ensure compliance with the Banks policies and guidelines and local regulatory requirements.

Accountabilities:

  1. Act as Subject Matters Expert in Contingency Risk, provide advice and guidance to Businesses/Functions on business continuity plans across the Bank
  2. Assist the development and implementation of the bank-wide Incident Management framework to ensure its effective execution
  3. Support and facilitate the Banks Incident Management and Business Continuity Plan activities and assists in the immediate response and handling
  4. Coordinate the Business Impact Analysis (BIA), design of Business Continuity Plan (BCP) and related strategies to strengthen the Banks business recovery capabilities
  5. Assist on driving BCP test plans and conduct post-test evaluation to identify improvement opportunities for respective BU/SU BIA and BCP
  6. Conduct and deliver results from 2nd Line of Defense reviews, thematic reviews, assist the implementation of new tools and provide relevant support for OPG
  7. Prepare business continuity management reports for management and regulators
  8. Conduct periodic BCP drill to ensure timely, continuous and balanced implementation of relevant controls
  9. Support BCP Commander on any unanticipated events during BCP situation
  10. Assist the Department Head on driving and implementing Operational Resilience (OR-2) project for OPG, support the Operational Resilience programme and self-assessments with external vendor
  11. Assist educating senior management and Crisis Management Teams (CMT) on handling systemic threats including cyber attacks.
  12. Conduct regular office and branch site visit; and raise the staff awareness on work safety
  13. Support and assist the implementation of ESG principles and Climate Change Adaptation strategy to enhance the Bank's resilience to physical risks and extreme weather
  14. Support CNCBs initiatives with regards to BCM, work safety and strategy

Requirements:

  1. Degree holder in Business Administration, Operational Management or related disciplines is preferred
  2. Minimum 8 years working experience in operational risk management area in Banking industry is preferred, preferably with experience in a BCP/BCM related role in a financial institution
  3. Holder of Associate Operational Risk Management Professional (AORP) under the HKMA ECF on ORM is preferred
  4. High awareness in Business Continuity, Incident management and Operational Resilience, especially unanticipated events, compliance-related BCP issues.
  5. Good knowledge of the BCM lifecycle and experience in its practical application.
  6. Good presentation, communication and interpersonal skills.
  7. Good command of written and spoken English and Chinese (including Putonghua)
