restricted window hinges

Hi, anybody knows contractors or suppliers who sell restricted window hinges, which cld limited the opening, say to 2-3 inches, to keep my cats from jumping out of the window? I know these hinges exist for keeping kids safe.

Try not using rails which block the window.
