Need help: 1.5y.o. dog & still not potty trained...

I need help, our 1.5y.o. dog is still not potty trained.

We tried everything possible to train him: take him out every 3 hours, give him snacks for every drop of pee or poo, but he seems not to understand & continues to pee inside the house.

He even happened to pee inside his own basket.

As he is a young male, the vet advised us to have him neutered. On top of feeling guilty to "sterilize" him, this did not help at all & he continued even more.

Any advice?

Thanks!

The dog is a toy poodle, japan origin.

We got him from 3 months old.

We walk him out every 3 hours, this means 4 times a day.

The dog is seldom alone, most of the day, he stays at home with our maid who takes care of him.

We have these diapers, but he prefers to relieve himself on our living room carpet or some other place inside the house....

This is why we are a bit hopeless....

Potty Training is quite intense and you need to be present 24 7.

First of all you need to make sure that wherever he's peed is scrupulously cleaned of any pee smell afterward. You can get stuff from pet shops to help. Then you need to watch him like a hawk and when he looks like he's thinking about it toss him outside. If he starts to go, you say "no!" firmly and clap your hand to distract him while you move him out.

The alternative is to keep him in a small space until he's learned to keep that space clean and then gradually allow him more freedom. But really vigilance is the watchword. When he does go outside, you need to praise him.

inkonkoni is correct. Startling him when he's about to pee may work as it may create an aversion to him thinking about peeing.

The peeing may well be an attention-seeking behaviour because if you scold him EVERY time he pees inside he's getting attention albeit negavative. Dogs would rather have negative attention than no attention at all. If giving him a fright doesn't work then try ignoring him when he pees and simply clean it up and go about your daily routine. If he gets no reaction (attention) from you then he might stop the behaviour.

Try what inkonkoni suggests (startling him) and see what happens. Has your vet ruled out all medical problems? Neutering won't help if there's other underlying problems.
