Pet owners will face a “duty of care” offence for failing to take good care of their animals if they do not walk their dogs, take sick pets to the vet and vaccinate them against diseases, under a drastic proposal to tighten Hong Kong’s animal protection laws.
They might be prosecuted if they fail to respond to an initial “improvement notice”, intended to give them a chance to make amends. The penalty is yet to be decided.
