That's what interviews and reference checks are for. In our experience some of the letters are genuine but very out of date (with a few terminations in between), others are total fakes, but the majority are genuine. The ones that included phone numbers for verbal references tended to be very real. Once you speak to the employer, it is really easy to distinguish the genuine gushing compliments from the 'better find her a job to overcome with my guilt for leaving' ones.

Many expats with children leave at the end of the school year. So it is not unusual to see a small jump in "leaving HK" as an excuse.
