Hi all, I need an agency to hire a Filipino helper who currently has a helper. Does anyone what are the procedures and the costs involved? I think we can start processing while she is in Hong Kong. Once we get the reference number then she can tell her employer that she needs to leave. Given how her employer currently treats her, she will probably need to go home immediately, and will not stay in HK for one month. Then she can wait out the rest of the time at home. I want to find a decent agency that won't overcharge me and her.

You have a couple of things that need sorting out before you decide your next step.
If this DH quits with one month's notice then she will still need to go home ( or exit HK). If she quits with zero notice she must repay one month's salary (same rules apply to an employer) After the last day with the current employer, the law says a DH can stay another 14 days before the pressent visa expires. Any longer and they are in breach of the visa regulations and are subject to jail time and deportation.
You can start to process her in HK, but is she goes back to Phill, she needs to have an agency to process her. Also you will need to pay US$144 for the mandatory insurance which is separate from any agency fee.
I don't think that asiaxpat processes any DH who leaves HK, only those that can do directly from one to another.
There are several steps that need to be taken to process on Phill side.
A Govt required medical, PDOS, OWWA. These are all acronyms for Govt required processing and must be complied with. The same does not apply to a girl who remains in HK and is rehired due to a finished contract, Employer leaving for good, deceased or putting down the reason for dismissal is "financial"
Even if the DH takes a case to the Labour Dept for mistreatment or abuse, they cannot begin to process with any other employer until the case is settled and that takes a couple of weeks.
So if timing is an issue, then you need to discuss this with the DH in question and see what steps you can take next.
