Please advise if there are restrictions to the country of origin for domestic helpers?
We are looking into bringing a domestic helper from Northen Africa or South America...

I did look into this and as far as I could find there is no mention anywhere on the immigration department website of any restriction. I could have missed it of course.
You may want to call immigration hotline and check. If they say there is a restriction, you should have them cite the relevant regulation.

I emailed the immigration, this is what they replied to me:
The entry arrangement of Foreign Domestic Helpers does not apply to:-
Chinese residents of the Mainland, Macau and Taiwan; and nationals from Afghanistan, Albania, Cambodia, Cuba, Laos, Korea (Democratic People's Republic of), Nepal and Vietnam.

Ah yes, forgot about the exceptions! So basically a citizen of any country EXCEPT those can get a DH visa.

IMHO you would get further if you asked the relevant consulate of the country for their regs. For example Indonesia treats their DH app very differently from Ph.
It would be very important to make sure the person you are thinking of already had the necessary credentials ie minimum 2 years working experience as a DH, passport and all things things ususally required by the HK IMD.
