I have just come from the Philippines consulate where I was told that in order to hire a helper who has not previously worked in Hong Kong, I MUST use an agency.
Has anyone come across this before and do you either know a way around it or a reputable agency that I can use to do the processing at a minimal cost?
I know who I want to hire, I have all the paperwork completed, but it would seem it is Philippine Government Policy to make it as hard as possible for you to hire someone. The reason I was given is that I may leave Hong Kong (even though I am a permanent resident) and the helper who may then get into trouble and the Philippines Government would then not be able to find me so they would need to go after an agency, which is all for the protection of the helper that I am trying to hire - does anyone have any idea what they are talking about?

It would seem, despite how much I push (although not as far as the consul) that I have to use an agency, so I have given in and used one.
In fact, having talked it over with my helper (it is her daughter that I am trying to employ) she has a 'cousin' in an agency and apart from some rediculous bureaucracy with forms it hasn't been that bad, although we have only just begun the process. I can't say that I can recommend them as yet, but as there seems to be a vested family interested involved, I am expecting that it will all work out OK.
It would seem that your only problem is bringing a helper here for the first time, after that you can do everything yourself, so I have put it down to the endemic corruption, which is the same reason that the Philippines and countries like it can never move ahead.
However, at this point it seems easier than employing a local helper, despite the ads on the radio! So my real gripe is about government sponsored corruption in Hong Kong - what am I paying this domestic helper levy for, when the people who are being retrained, as unwilling and unable to replace the domestic helpers that I have got?
I have a colleague, who is from Hong Kong and has been trying unsucessfully to get a local helper, so its not even a case of discrimination!
At the end of the day if the HK Government are allowed to line thier pockets at our expense, then why not the Philippine Government and indeed any others - at least at the end of thier process you get something for your money..what do we get for our levy?

Were all a victim of this sucker agency,many of poor DH arrive from Philippines which just after they pay the expences of more than 80,000 Pesos most of theme stays only a few days working here in HK this bad connection between both agency affects manny some of this poor young Philippina borrowed monny from others just to have job here in HK.I hope there will be any ways to come in hK with out Agency I came my self in 1994 and at that time I dont have to spend as much a s now,I think you can find the good agencies theres some just make sure thre licinced and you can checed there site.I really hope someday this sucker agengies will gone
