Yes the only way is for you to call Immigration because no one knows except them how far this new contract has been processed. You have the right to cancel, of course. But out of interest, how can you find out that the helper is not honest before she even starts workiing for you?

The best thing is to go there. Do you have the contract number ? Anyway, I think if you have the helper's name it's sufficient.

Yes, of course you can cancel the application. If you can't get there in person, just fax a letter to the Immigration Dept, quoting names, HKID #, Contract No and the fact that you're cancelling the application - that's all you need to do, and the dept. will send you a confirmation letter.
Have you paid the levy to Immigration yet? If you have, they don't give refunds. Just mention in the letter that you would like them to suspend the levy until you find a replacement, and have that amount transferred to the new helper. Shouldn't be a problem.
