This is par for the course... particularly with Indonesian helpers. Most of the helpers are too afraid to report these employers for fear of termination.
The system is rotten right from the agents who essentially indenture these women through extortionat fees right up to the consulate who will not process visas without payoffs.
We have very specific evidence of this (including information from one agent who sat in front of me explaining how she charges helpers 8-12K for visa renewals and how she has to pay the consulate bribes) We have provided this to the ICAC however they will not act because they tell me that consular staff will claim diplomatic immunity, leave, and replaced with more rats...
The best you can do is pay the ladies the legal salary and treat them as you would any employee. They are not slaves contrary to what some employers may think...

It is a sad but true fact that the global corporations which raid these peoples homes for resources have done nothing to make the living standard any better for them in their home country...thus a DH job in Hong Kong with such atrocious terms is still a better life.

I have found that the Sri Lankan, Indian & Indonesian helpers seem to be the ones underpaid mostly by their employers. The Philipinos all get the legal salary & extras too.
Seems like, the Philipinos have a strong union & that they are certainly more outspoken in getting the correct package, whilst the other nationalities accept anything just to have a job.
However, whatever the contract, the DH accept & agree to their potential employers package, so it is amazing how they complain to their next employer about it!
Please dont get me wrong. I am totally against the DH's being underpaid.

these ladies work very hard with very long hours for their salaries. they then send the money home to their husbands who are gamblers, womanisers or drug addicts. do we have to underpay them as well @!#

Sure the local employer is to balme for their choice of thwarting the laws and paying below. But it says something that these people will risk pricon and substantial fines to save a thousand or so each month. Either the enforcement is too lax or the reward is too appealing. In any case the problem still starts in the home countries which are raided by our own global enterprises. And yes the leaders of thosecountries may well be corrupt but its also quite common that the global leaders force out those that will not play their game and inplant corrupt leaders.
