I am in a real quandry about how much to pay my potential helper who has 8 years experience. How much do you pay your helper? How many years of experience does she have?

I would pay the minimum. My helper had 6 years' experience and when interviewing her I told her the job pays the minimum - there was no discussion. She is very good, but I also interviewed other good people.
My previous helper had about the same experience, I paid her $400 extra, and she looked for every possible way to avoid work.
You can start on the minimum and pay her a bonus if she's good. I think the absolute best thing to do would be to pay her the minimum, and if you don't feel too good about that but she seems happy (like my helper is - she's told me about how she's bought land, built a house etc, all on minimum salary) - then put an extra sum into an account and give it to her when she ends the contract, as an extra bonus.
Remember, experience might not mean a lot.

Most Westerners who work for companies get what is market rate, and get rewarded on performance....after working for a mimimum period of three months you may decide...

I know this may be rhetorical, but why would a helper who has some/good experience and already making (a lot) more than the minimum wage accept an offer that consists of the minimum wage and a discretionary bonus.
The good helpers out there are hired in an instant.
Play this game too aggressively and you could lose out on a good helper pretty quickly and end up instead with the dregs of the barrel.

Ours has over 16 years experience, is an excellent cook and great with our baby.
We paid 4000 per month before the baby, and now with the baby pay 5000 per month.
She is live in.
We pay the 'tax' in advance.
We give her 500 at xmass and cny.

we give around $2500 at Christmas and $500 CNY
a paid holiday home once a year, time depends on how long we are out of the country but she usually gets 10-14 days.

We also gave 2500 at Christmas, and we pay extra for evening babysitting once/month or so.
She took a 2 week paid (plus airfare) holiday at Xmas.
Our helper is also happy and hardworking. I also agree that experienced helpers need to be paid for that experience, and if the employer has budget restrictions, then they should hire someone willing to take a lower salary, and hence probably less experienced or desperate for work. What you could always offer to do, is to start her at the Minimum and then raise it, bit by bit every quarter or every 3 months so that she is making 10% or so more per year.
