The loan is between the helper and the bank. It has nothing to do with the employer... unless the employer unwisely acted as guarantor.
I didn't really understand why the employer needs to take the helper to the bank.
"On their rest day they seem to have money to buy clothes and extra food. Isn't this another way of taking advantage of an employer?"
Any employee is allowed to spend their money how they choose.
"Why do agencies allow their employees to keep phoning the employer of the helper to remind the helper to pay?"
It is not uncommon to tell an agency to stop calling by the employer explaining that if the harassment continues the employer will be forced to terminate the contract.

As far as I understand, a DH doesn't owe money to her agency but to a bank, because she/her family borrowed money from the bank. The agency gets its full pay before the DH leaves her home country. Indeed, why should the agency risk?
Since it's not easy to get a loan from the bank, the DH's family may pawn their house. If they don't repay, they loose part of it. You know what I mean.
Another scenario is a DH comes here, borrows money from a financial company, pays back all the money to her bank, gets back the house, repays monthly to the financial company. However, I heard of numerous cases when DHs don't repay, get in trouble, even the employer gets in trouble, and so on. Also, some DHs just run away from HK due to the above-mentioned.
