Can someone please clarify- I understand as part of the DH contract that the employer is responsible for medical expenses. Does this mean that insurance is not mandatory?

I think you'll find that it is only the Employees' Compensation Insurance that is compulsory. It is legally binding on the employer of FDHs to cover the medical expenses of the helper, but I don't think it's a legal requirement to take out insurance. That might be a technicality, but still a valid point in my view.

Insurance is mandatory and very cheap (+/- HK$500 p.a.). This website allows insurers to advertise, we've used one and they are excellent. Not sure if Ed will permit me to name the company but it provides "rapid" cover.
