I believe that in theory the helper is responsible, but I wouldn't be surprised if individual agencies don't start upping their fees to take that into account anyway. In my experience most applicants would hardly have enough for the bus fare from their home to Manila, so they will probably end up borrowing the course fee from someone - and the agency would probably be happy to lend it at their usual exorbitant interest rates.

Who pays? I also have this question. I'm new to HK and my newly hired helper states immigration requires a HK$9,600 Retraining Levy on top of all other fees. She is from Nepal not from the Philippines. Is anyone familiar with this levy? Thanks.

True about the levy. I am surprised that you have already hired her (I assume she already works for you?) but have not paid the levy yet. An employer pays AFTER the visa is approved but BEFORE immigration issues a sticker for the passport.
