does anyone know if we have to pay the full agency fee if we are hiring a terminated helper or half half with the helper?

As far as I'm aware an agency fee is payable to the agency, and what is due (salary etc) to the helper is payable to the helper.

Some agencies are cheaper for you because they also charge the helper. They are quite upfront about how much they are charging each of you. When hiring a terminated helper, if the helper is not on their books, they will charge you all the fee.
