There's no direct flight, i think. Many take a plane to Manila and then a bus to wherever in the North they need to go. But check with Travel Expert shops - seen them advertise vacations to LAOAG - that's part of Ilocos Norte, one of the main hubs and there's an airport there.

Both Philipines and Cebu flights will require an overnight stay for HK-Manila-Laoag.
I think, HKairlines( Reservation & Ticketing Tel: +852 2155 1888 ) does chartered flights, so could be for the tour agencies.
