I have offered a job to a DH who is terminating her current contract. She is living in Hong Kong already and said in the interview that she would go to China for a few weeks before starting with me.
The agency though is sending a "direct hire" quote which includes a single ticket from Philippines.
Since the DH is already living in Hong Kong, and I have not agreed that she is going home before starting with me, do I really need to pay this?

If your helper terminated her contract, she can't just go to China and wait for her visa. She MUST return to the Philippines and wait for her visa there. Hence, the price of a single ticket from the Philippines has been included.

Spockey is right. Terminated helpers MUST go home to wait for their visa. There are lots of steps in between.... that's why Terminated helpers can only be processed by agencies. And not all agencies are willing to do it either. The earlier your potential helper leave HK, the faster her application will get processed, and thus the faster she can return.

if she terminated her contract her empleyr with that contract will be responsible for her ticket to php...
you the new emploeyr will be responsible for her ticket from php to hk..
