The Guidebook for the Employment of Domestic Helpers from Abroad (http://www.immd.gov.hk/pdforms/ID(E)969.pdf) states, "Application to change employers in the HKSAR within the two-year contract will not as a rule be approved." Since "as a rule" = "usually", under what circumstances might it be approved?
