I would contact the Immigration Department or Labour Depatment and find out exactly what you should have to pay. I know the employer should pay for flights and medical (if you want one), but not sure about the course. You need to try to find out exactly what it is. I certainly wouldn't fork over money unless I was sure what it was for.

I think "returning to the Philippines" should have been paid for by her previous employer, regardless of who broke the contract. You have to pay for her way in to HK and return after the contract period is over.
I also hired a helper who broke her contract after 14 months. She did not have to take the helper course since it is only meant for first timers or if they are coming back after a period of 3 years, so they have to take a refresher course. Thats what she told me as she was able to skip the course and spend more time with her family whereas her DIL who has never been a helper before had to take the course. Not sure who paid for it.

You pay for her complete journey from her place of origin to your house, this includes also trips that are not by air. You also pay for POAE and other consular fees. Insurance is your cost. Basically whatever costs are incurred and are required are yours.
Her flight back to the Philippines should have been paid by her previous employer. If they did not pay then contact the labour department.
