The only time a DH can switch directly b/t employers is when they are terminated b/c the employer leaves HK, or for financial reasons (which MUST be stated on the release letter) or if there is a death. The DH will get an appointment date from the Dept., and have an interview at that time. After the interview is finished (and the result is favorable) they get a 522 form with a second date for the new visa to be released. Between the first interview and the 2nd, you must get your contract verified by the PH consulate (297.50) and that takes about 3-4 days.
