Can you process a DH application without an agency i.e. get the DH to process the papers themselves?

As I understand it, you have to use an authorized agency for Filipinas (new) and Indonesians. As for the rest of the nationalities, I don't know.

If you are hiring a local DH, I mean if finishing a contract or prematurely terminated contract who can stay in HK while processing the visa, you can ask them to process it by themselves, no need for an agency. Will be much cheaper.
