Application of visa for Nepali DH

I am soon hiring a Nepali DH but I would like to know few things for her visa application.

Her contract is ending with her current employer at the end of Nov and I want her to start working asap as my hubby is the babysitter while I am at work. He will look for jobs once we get her.

Since she is already in HK, does she need to exit HK to get her visa or she can stay in HK while I get her visa sorted out? And how long does it normally take to get a visa who is already in HK?
