Legally speaking it is the helper that owes the financing company. She signed some documents stating that she owes them money. Let your helper understand that and that her actions are causing you trouble. This is not your problem but your previous experience has in a way gave you a phobia dealing with collectors.
It is therefore a sad story happening to you once again but I would go the same route you took before and trust that the police will do their job again.
In addition, ask your helper to run after the agency in the Philippines by reporting the overcharging to the Philippine consulate. She'll find it hard to prove but that's her recourse.

i see that you had a pretty bad experience and understand the issues. police was no help, not notice but probably reality.
my point was that if your helper owes money to someone legally, then it's her problem to deal with. debt collectors usually understand that link which is why once you proved that she has left, they let go.
i would tell the DH to honor contracts that she signed and tell her that if debt collectors call at home, you will terminate her.

I agree with cookie and cara. Need to lay it down and be firm. If you can't be tactful well too bad, you are potentially risking further aggravation (or more) in having to absorb this problem in the future. Yes, she may be a good helper to your family and you feel obliged to help but sometimes you do have to draw the line.
She is bringing pretty scary potential problems to your own home because of some foolishness on her part not to honour the contract that she signed (which she would have understood and accepted at the time) - I wouldn't stand for it. One more strike otherwise pack your bags. There are plenty of decent helpers out there without such problems, I am sure.

why not just pay the debt on her behalf and deduct it from her salary? tell her that this is your intention of course and see her reaction...
