Does anyone know if a helper can move in and start to work for us while the visa is being processed? She is completing a contract, so no need to go back to the Philippines. Is it illegal?

No, she can not work for you until the visa approve by the Immigrations Dept. Its illegal.
The helper shall work and reside in the employer's residence.
