'Helpline' for Domestic Helpers?

My helper lent a friend some money and the friend has not paid it back. They drew up a contract between them stating a certain amount of money be paid back per month. They both signed the document (not witnessed though). Is there any way my helper can get the money back? Is there a 'domestic helper helpline' number she can call for advice?
