Of course it's crazy, but unfortunately I don't expect better anymore. Filipinos are generally great people but their government is classic Banana Republic.
I don't think that complaining will help at all unfortunately. It will just make you more frustrated.
BTW once they have them again, getting the OEC receipt is way easier on a weekday if you get there when they open. 30 minutes and you're out of there. The day-long queues are mostly on Sundays.

The Philippine government is hopeless at this point. Even the small potato who works for the Phil Consulate loves power tripping - start it with the people behind those number 13 ,14 etcetera.. hope got the numbers correctly :)
