Visa process for terminated helper

I am signing a contract for a helper that has been terminated. Do I have to use an agency ? I have always done the process myself and was hoping there was some way around the agency.

Any advise gratefully received

Yes, go through an agency. We hired a terminated helper recently and went to immigration tower to do everything ourselves only to be told we need to use an agency.
