I just hired with the help of a domestic helper employment agency in HK a new helper directly in the Philippines. Her visa was approved. But she didnt report in at the agency in Manila where she is supposed to go through the formalities and obtain the airticket to HK.
What to do?

The helper is clearly a no-show and can't be responsible enough to communicate with her supposed employer.
Even if she was reachable, there's no way she should be employed by the OP.

The helper might have had a change of heart, an accident, etc. Whatever the reason, we don't really know.
It should be the agency's responsibility to deliver the helper if she's available. It's too convenient for agencies to blame the helper, but I would think helpers pay through the nose to this agencies that most of the time they would go through with the employment instead of staying where they're at while so badly indebted because of the expenses and fees they have to pay before reaching the point of deployment.
