How avoid 4 weeks in home country

I just spoke with immigration and they said that all DHs must return to their home country for 4 weeks after the termination of a contract (unless the employer is permanently leaving Hong Kong). If I am trying to hire someone as soon as possible, how can I find DHs who do not need to return to their home country for 4 weeks? Is the only way to randomly find someone whose sponsor is leaving the country in the next two weeks?
