if you have the recipts from your payments youll be able to get a refund... but i dont know where youll be able to do that.. just askthe philippine consulate about it. ( btw is it by any chance that the insurance you got called CAP?)

This is vry interesting because insurance companies are tightly regulated and should not go 'bankrupt' as such. Yes, they might become insolvent, but the policyholder liabilities are generally much better protected than are the creditors of a 'normal' business. If I were you I'd be trying to make direct contact with the company itself to find out exactly what is going on. What generally happens in such cases is that the policyholder liabilities (and the assets backing those liabilities) are taken over by another insurer, and the policyholders' affairs are then managed by the new company as if nothing had happened. Usually there are no grounds for policyholders to ask for their money back, because they are paying for a commodity (insurance protection) and that should be preserved. Make sure you get the right story. There should be some sort of official communication. Maybe even do a search on the internet entering the company name. Good luck, but two years down the track seems a VERY long time. Probably not much you can do against the helper concerned (apart from turn her in for breaching the terms of her DH visa) because if she was an agent for that company then they are responsible for her actions. If, however, she was acting out a scam all along (unlikely if you had proper documentation) then you should if you know wher she is.

CAP has gone belly up about 2yrs ago. so im not sure if you can get your money back. try asking the consulate about it. my friends from uni got their CAP college fund and they can hardly get theirs back..
