looking to hire a full time helper but preferebly would like her to live out - what is the going rate?

Since a live out needs to have a permanent resident permit or citizenship, I imagine you are looking at several times the rate for a live in, so over 15k/month (total guesstimate).
Unless you go for an illegal live-out that is.

From what I hear it's salary, plus food allowance, plus transport allowance, plus about 1500 per month for rent.
From what many of my friends pay for their full time live outs it seems to start at 6000 per month but most pay more.

It is indeed illegal for a helper on a helper contract to live out, that is not reside in employer's home.
If the helper is a resident, she can live wherever she wants.

Quite a few people I have heard of, mostly local chinese, have their helpers live at a boarding house. I wouldn't worry too much about the legal issues. this is hong kong, the government is not going to start chasing expats away for minor issues like this. Things you have to worry about:
-they have bad influences at the boarding house
-you don't have as much recourse if the helper steals something
You have to judge the helpers personality with the risks i think. Maybe a more experienced helper would be able to deal with living outside without getting distracted.
