agency worry

My helper is moving to Canada so i have decided to hire a helper that was terminated.

Immigration would not extend her stay so we have to apply for visa from Philippines. The helper suggested we use an agency in Central. The problem is i find them very unhelpful. i think i have submitted all the required papers and i simply called the agency to verify this as this is an 8 week process even without delays and they have not called back. They are very vague and even after i am repeatedly calling they still can't tell me. How long does it take to simply check a file and make sure it is complete.

I don't know what to do. Are all agencys behaving in this manner. Is it unrealistic to hire a helper this way? Can i demmand my money back and perhaps find a reputable agency?
