Do I need to send our helper home every yr?

We've just renewed our helpers contract and on return she was only given a 1yr stamp by the HK authorities even though her new contract is for 2 years. She says that it's a new initiative by the Phillipine govn to give the helpers a yearly two week holiday rather than on a bi-annual basis. Is this true? HK immigration were very vague about the subject....
