I've searched everywhere for this answer with no luck. can anyone help? Is there a law telling us exactly HOW to calculate the annual leave amount per day if we have to pay up? how many days in a month should we use 26? 30? For example assuming completion of first contract with 14 days annual leave then:
choose 1) $3580/ 26 days *14days= $138 per day
choose 2) $3580/30 days * 14days= $119 per day
Secondly, if we pay them cash for an airticket how much should we pay? since different flight have different price. (this is because our DH is not going back but staying and going to a new employer)

I don't think it is actually specified anywhere (I have had the pleasure to read all the online information). In my though, opinion 26-27 working days per month should be the basis.
As for travel, you are responsible for all travel costs door-to-door including air tickets, taxis, buses, ferries and meals in transit. A few thousand should be enough to cover anywhere in The Phillipines though.

The norm for pro-rateing days paid in lieu in HK employment is not based on working days, it is based on a monthly salary, annualised and divided by 365 days. So using your figures:
$3580 x twelve months divided by 365 days. So $117.70 per day
